The Administrative Control Authority has issued Circular No. (3) of 2026 establishing new regulations for employing foreign workers in public institutions. The circular prohibits employing or including foreign nationals in official staffing structures in violation of approved regulations.
It requires foreign workers to be registered through the “Wafed” platform and to complete their health insurance procedures. It also calls for the suspension of any non-compliant employment procedures and the regularization of existing workers’ status in accordance with the law.
The circular further directs public institutions to replace foreign workers, where possible, with available Libyan nationals registered in the relevant system. Entities or officials found in violation will face disciplinary and criminal accountability, depending on the nature and extent of the violation.
